organisation of industry their function, as distinct from
that of the manufacturer, is to relieve the latter of 174
the work of finding markets, pushing his wares and fin-
encing the business. The energies of the manufacturer ere or should be confined to the single object of making the best article at the lowest price, and it is only when the merchant fails in his functions, which are essentially dynamic, or when local conditions render it impossible for him to fulfil those functions, that it is permissible to
recommend the manufacturer to look to the matter for him-
self.
It is hard to resist the conclusion that such
a state of affairs now exists. To be fair to the local
merchant it is certainly difficult to see how, with a business of bewildering variety ranging from heavy machinery to piece goods, wire nails and clockwork toys, ne can be expected to incur the expense and supply the complex or- ganisation for pushing all of them. It is as a matter of
fact impossible unless the range of articles cealt in is reduced so that specialised treatment is possible. An example may be found in Sunlight Soap the agency for which was until recently held here by Messrs. Deacon and Company a firm of general importers and exporters..The agency was not a success and the firm represented to Messrs. Lever Brothers the necessity of advertising and of cessing to rely on chance orders by dealers. An attempt was made and Messrs Deacon and Company supplied stocks on commission to sixty or seventy shops in the city, hoping to increase the sales,
The amount of advertising was insufficient and the small staff of the firm was in the nature of things unable
to give adequate attention to the business, so that almost
nothing was achieved. Messrs Lever Brothers have now a
